A multi-level analytic framework for disaster situational awareness using Twitter data

Abstract During a natural disaster, mining messages from social media platforms can facilitate local agencies, rescue teams, humanitarian aid organizations, etc., to track the situational awareness of public. However, for different stakeholders, concerns about people’s in disaster event are different. Therefore, I developed Twitter-based analytic framework take perception-level awareness, humanitarian-level and action-level into consideration. Specifically, mainly reflects perception ongoing (i.e., if people discussing event). Decision-makers rapidly have big picture severely impacted regions. Humanitarian-level represents tweets that associated with categories based on definition United Nations Office Coordination Humanitarian Affairs. The detection help response teams understand specific situations needs communities. In terms extracted noun-verb pairs each tweet explicitly represent described given tweet, so quickly act situation case by case. Moreover, shed light resilience vulnerability, further examined demographic characteristics three levels awareness. empirically demonstrated using geo-tagged during 2018 Hurricane Michael.
